Climate change is no longer just a distant threat – it’s here, and the world is starting to adapt to its impacts. One of the big pushes in this direction is the Global Goal on Adaptation (GGA). Set up as part of the Paris Agreement, the GGA’s all about getting countries to build resilience against climate impacts. Here’s what you need to know about where the GGA stands today, the recent steps forward, and the challenges still ahead.

So, What’s the Global Goal on Adaptation?

In simple terms, the GGA is a global effort to help countries prepare for climate change impacts. It’s less about reducing emissions (that’s mitigation) and more about helping communities, economies, and ecosystems prepare for what’s already coming. Think of it like climate-proofing – from building flood defenses to ensuring crops can survive droughts.

Countries are encouraged to work on their own national adaptation plans and then report back on how they’re doing. Through things like the Global Stocktake, the international community can keep tabs on what’s working, what’s not, and where more help is needed.

Recent Developments: The UAE Framework at COP28

Big news came from COP28 in December 2023 when countries adopted the UAE Framework for Global Climate Resilience. This framework gives the GGA some real structure, setting clear targets for countries to align with their national plans. These targets go beyond just vague goals – they’re concrete, actionable points that countries can work toward.

As part of this, the UAE–Belém work programme was launched. Running until COP30 in 2025, this programme is focused on creating indicators to track how countries are doing on their adaptation efforts. This is huge because, with real data, we’ll be able to see who’s making progress, who needs help, and what kind of adaptation strategies work best in different contexts

The Big Challenge: Getting the Money Right

Of course, a plan is only as good as the funding behind it, and that’s where things get tricky. The truth is, adaptation finance – money specifically for helping countries adapt to climate change – is seriously lacking. Right now, the funding levels just aren’t enough to help vulnerable communities prepare for the extreme weather, food insecurity, and other challenges they’re facing.

For the GGA to really make a difference, countries need to step up with serious financial support, especially for those that are most at risk. This might mean wealthy countries committing more funds, but it could also mean finding new ways to finance adaptation projects through partnerships, private investments, or innovative financial solutions.

What’s Next?

The GGA is an ambitious effort, and we’re starting to see the pieces come together with the UAE Framework and the UAE–Belém work programme. But for these to make a real impact, the global community will need to stay focused – and keep the money flowing. COP30 in 2025 will be a big moment to see if these efforts are paying off.

In the end, achieving the GGA’s goals is about building a world where communities, ecosystems, and economies are ready to handle the changes ahead. It’s a tough road, but with the right funding and global commitment, a more climate-resilient future is within reach.
